WIIT is a non-commercial radio station owned and operated by the Illinois Institute of Technology. Thestation is licensed to the university’s Board of Trustees by the Federal Communications Commission(FCC). WIIT is authorized to broadcast at 88.9 MHz with a transmitter output of 19.5 Watts. Thisdocument serves as the constitution for the student organization which is in charge of the station’sbusiness, programming, and overall mission. For the purposes of this document, the acronym “WIIT” will refer to both that student organization and the station itself interchangeably.
II. Organizational Objective
WIIT exists as a creative outlet for the students of Illinois Institute of Technology, as well as to provide an additional public face for the university itself. WIIT’s primary objective is to afford Illinois Tech students the opportunity to learn and gain experience in the management, organizational, and operational skills in broadcasting, while the majority of its day-to-day business is focused on helping interested students express themselves on air through open-format programming.
III. Administrative Structure
This section gives a basic outline of all positions at WIIT or in relation to WIIT. The specific policies and procedures related to these positions, or to the creation/elimination of these positions, is covered in section IV.1.
1. FCC Regulations
WIIT is a broadcast facility subject to the regulations of the Federal Communications Commission (FCC), and must diligently work to adhere to FCC policy in all aspects, including technical upkeep and permits, on-air content, and all other applicable operational realms.
2. Faculty Advisor
As with all student organizations, WIIT has a faculty advisor. The WIIT faculty adviser is an advisory position and is thus not granted any powers or privileges other than those specifically awarded by Illinois Tech policy or outlined in other sections of the constitution.
3. Executive Board
The Executive Board contains the following voting positions: – Station Manager
– Responsible for the overall direction of the station and for spearheading and coordinating large projects, as well as monitoring committees and arranging meetings with the rest of the board and the WIIT community.
– Assistant Station Manager
– Responsible for the day-to-day running of the station, generally through tasks
delegated by the Station Manager. Also responsible for keeping meeting minutes for any Executive Board or General Body meeting.
– Business Manager
– Responsible for coordinating purchases the station makes through the Student
Activities Fund (SAF), as well as through other academic outlets. Ensures that all financial transactions undertaken by the station are within its bounds as a student organization and a noncommercial entity.
– Technical Director
– Responsible for the maintenance and improvement of WIIT’s broadcasting
equipment, and for the physical condition of its facilities, as well as for the training of
new DJs on the broadcast board. – Music Director
– Responsible for the selection of music for addition to the station’s automation system. Recipient and curator of WIIT’s music promotions, in addition to publicservice announcements. Maintains relationships with record labels and promoters, and conducts general music feedback in addition to annual royalty reporting.
– Program Director
– Responsible for the arrangement of the station’s show schedule, and for the
application process of potential WIIT DJs. Also responsible for upholding policy
related to show attendance, discipline, and cancellations as outlined in section IV.3. – Publicity Director
– Responsible for the public face of the station, coordinating giveaways and aiding DJs in promoting their shows. Additionally responsible for the upkeep of WIIT’s socialmedia presence and Bronzeville/Bridgeport community outreach.
– Events Director
– Responsible for the coordination of events curated by or sponsored by WIIT,
including but not limited to major on-air guest appearances, on-campus concerts,
and intra-organization social events. – Historian
– Responsible for the maintenance of historical records related to WIIT programming,events, and other activities, and for fostering relationships with the organization’salumni members.
Multiple positions may not be held concurrently by a single individual. In addition to the voting positions, each Executive Board member, with the exception of the Assistant Station Manager,may have an official “assistant” position under their office. This assistant position may sit on theboard and discuss the policy matters of the board, but does not have voting rights, with the exception of the Assistant Station Manager, which is considered a full Executive Board position.Finally, when the President’s Student Advisory Council is active, the Media Representative to thatuniversity-level organization becomes a partial member of the WIIT Executive Board beholden to the same meeting attendance requirements as voting members, but with only a tiebreaker vote.
4. DJs and Other Personnel
Any person affiliated with Illinois Tech as defined in section IV.3.B may apply to become a member of WIIT as a DJ. In addition, any member of the surrounding community may also apply for a position at WIIT. WIIT is in no way obligated to accept any particular applicant, but in the
selection of members WIIT will not discriminate on the basis of race/ethnicity, creed, sexual orientation, or gender expression. DJs hold no voting power, but are welcome to offer input at General Body meetings and through communication with Executive Board members.
IV. Policies and Procedures
This section contains all current policies of WIIT as an organization, including the selection and voting structure of the Executive Board, general expectations for in-studio behavior, and disciplinary policies for violation of rules set forth both by the FCC and by WIIT.
This subsection sets forth rules and structure pertaining to WIIT’s Executive Board.
A) Adoption of Policy
During an Executive Board meeting, any member with voting powers may move for the creation of new policy or for action to be taken. If the policy does not involve constitutional changes, it may be approved by a simple majority vote. If the policy requires a constitutional change, it must be approved by a 2/3 majority of the members present. If a voting member is not present but their assistant is, that assistant may vote in their place. In the case of a tie, the Station Manager’s vote becomes the tie-breaker. In the case that the Station Manager is not present during a tie, the Assistant Station Manager’s vote becomes the tie-breaker. If neither figure is present, the measure is delayed until the next meeting.
Abstentions are permitted in the voting process. Abstentions are counted toward the total number of votes cast, so it is possible for a non-constitutional motion to fail even ifthere are more “yes” votes than “no” votes given enough abstaining board members.
B) Selection of Station Manager
Applications for the position of Station Manager open on November 1st of each year and remain open for one full week, overseen by an Executive Board member who is not applying for the position. All candidates for WIIT’s Station Manager must have been a DJ,Executive Board member (excluding non-voting Assistant positions), and/or a member of the Technical Committee for at least one semester prior to application for the position. If an applicant joined during the ongoing semester at the time of application, they must have held a qualifying position in the organization since prior to one month after the startof that semester’s classes.
Following the close of applications, candidates are asked to provide a statement outlining their candidacy, limited to 500 total words. One week after applications close, those statements are provided to the general body of the organization to review. Candidates are also permitted to campaign in any other fashion that does not violate any station or university rules. No funds or campaign structure are provided by WIIT.
Every DJ, Executive Board Member, and Committee member has one vote (with no additional vote provided for those who hold multiple positions). When candidate statements are sent to the general body, voting opens. Voting takes place during the week after statements are sent. Results are announced November 23th.
If the Station Manager transitions to a new individual at that time, the current (acting) Station Manager retains full rights of that position until January 1st of the new year. However, the newly appointed Station Manager has immediate control over the selection of Executive Board members for the new semester as outlined in section IV.1.C below.
C) Selection of Executive Board Members (Excluding Station Manager)
Each Executive Board member must re-apply for their position in the months leading up to the end of the Fall semester if they wish to continue in that position, in a process set up by the incoming Station Manager for Spring. The incoming Station Manager is required to accept and consider applications from the entirely of the university’s studentbody, and must make a reasonable effort to get word out about the open applications to the Illinois Institute of Technology community. Once all applications have been received and reviewed, appointments are up to the discretion of the Station Manager. All positions must be filled by the first day of the Spring Semester, and all Executive Board members are required to be trained on the board regardless of whether they host a show on WIIT.
In the case that an Executive Board member chooses to leave their position or is removed by the process outlined in section IV.1.D, outside of the annual reapplication process, their assistant takes their place (if applicable) while a replacement is found. An open application must be made available to the student body in a timely manner, and all applications are presented to the Executive Board and eliminated in order by a series of voting rounds for which the threshold to move onto the next round is a 2/3 majority.
D) Removal of Executive Board Members
Any member of the Executive Board may be removed from their position if it is determined that they are not fulfilling their duties as defined in this document, or if they cannot continue fulfilling those duties. An Executive Board member may be removed from their position by a unanimous vote of all members of the Executive Board minus the member in question. In this specific case, abstentions do not count toward the vote total.
E) Meeting Frequency
The Executive Board is required to meet with reasonable frequency, in addition to the general body meetings outlined in section IV.2. Executive Board meetings consist of updates from each board member on news related to their position, discussion with any invited guests about actions relevant to that guest, formation of and updates from committees, planning of WIIT events, and votes on policy issues.
Any member of the Executive Board, including assistants, is authorized to form a committee for the purpose of exploring plans for specific events or making policy recommendations on a planned topic. No committee has the power to put policy into effect on its own, but each committee can report its findings and plans to the Executive Board for approval. Committees are expected to meet separately from the Executive Board, and may include any member of WIIT, including DJs and committee-only members. Committees may not include non-affiliate non-DJs, but are authorized to meet with individuals from other organizations during their meetings.
2. General Body Meetings
WIIT’s Executive Board is expected to periodically host general body meetings to update each member of the organization about major plans and policy changes, as well as to obtain direct feedback from the WIIT community in one place. No policy is made at General Body meetings, but topics covered at the meeting can be brought up in Executive Board meetings at a later date for the purpose of forming policy. All members of the organization, including community DJs, are encouraged (but not required) to attend each General Body meeting.
3. Show and Studio Policies
A) Strike Policy
At any time (and for any reason), the Executive Board can decide by a 2/3 majority to remove a show from the WIIT schedule and/or terminate an individual’s membership in the organization, with further membership consideration disallowed until the following semester. When such a decision involves issues outside WIIT policy (such as theft of station property), all proper university-level processes must be initiated in addition toWIIT’s internal membership termination process.
For low-level offenses which take place within WIIT policy, a strike system is used. If the behavior of a member of WIIT results in three strikes during an academic semester, they stand to receive disciplinary actions. If this member is a DJ, their show is considered for cancellation at the earliest Executive Board meeting following the third strike. If this member is not a DJ, their lounge access is considered for restriction and their committee membership is considered for revocation at the earliest Executive Board meeting following the third strike.
The following offenses are grounds for one strike:
- – Failure to submit a Missed Show Form 24 hours or more prior to a one-timecancellation of a regularly-scheduled program, excluding emergencies
- – Failure to announce a legal station ID (defined in section IV.3.B)
- – Failure to play a public service announcement (PSA) at least once during each hour ofon-air time (delineated by show start and end times, not clock boundaries)
- – Use of profane or indecent material on air (see https://www.fcc.gov/reports- research/guides/obscenity-indecency-profanity-faq for definitions) during the hours of 6:00AM to 10:00PM
- – Use of obscene material on air (as defined by Title 18 of the United States Code, Section 1464) at any time, including “Safe Harbor” hours of 10:00PM to 6:00AM
- – Allowance of guests to operate WIIT-owned equipment without prior training orclearance from the Executive Board
- – Spoken or music references to illegal activity (including drug possession or use)without prior spoken disclaimer that such references do not represent the views of
the station as a whole
- – Expression of political viewpoints without prior spoken disclaimer that suchviewpoints do not represent the views of the station as a whole
- – Failure to yield studio access during transition time (defined in section IV.3.B)
- – Major studio equipment neglect (defined in section IV.3.B), including improper use ofWIIT-owned turntable cartridges and styli
- – Failure to submit a Program Log within 72 hours of a show’s endThe following offenses are grounds for one half strike:
- – Failure to seek Executive Board approval for new co-host (defined in section IV.3.D)
- – Improper statement of legal station ID (defined in section IV.3.B) including, but notlimited to, word order errors and modifications
- – Failure to notify a caller when they are about to be broadcast on air
- – Minor studio equipment neglect (defined in section IV.3.B)
- – Storage of personal items on WIIT premises (including but not limited to the stationlounge, studio, and telecom room) without prior clearance from the Executive Board
- – Excessive noise in the station lounge, such that it can be heard in the studioB) Show Procedures
- – As soon as the first item playing at the passing of the hour is finished, a DJ must announce a legal station ID, including the following words in exact order: “WIIT 88.9FM Chicago”. Insertion of additional words into that phrase, or statement of those words out of order, is not permitted.
- – Misplacement of PSAs, music CDs, and other nonessential items is considered minorequipment neglect. Additionally, improper resetting of the studio’s broadcast board,uncorrected movement of turntables and other units, and failure to reset the broadcast delay following use is considered the same.
- – Use of WIIT-owned cartridges and needles for non-playback purposes (such as scratching or mixing), improper shutdown of broadcast-essential electronics, and unauthorized use of the AudioVault automation system is considered major equipment neglect. Presence of any food or drink in the studio is also considered major studio neglect.
- – If a DJ hosts during an hour followed by another active show, they must allow a space of five minutes at the end of their designated time slot for the next DJ to set up
uninhibited in the studio. Individual DJs may arrange between each other for that setup time to be longer, but each DJ is guaranteed a minimum of five minutes of setup time prior to the beginning of their show.
C) Scheduling and Station Population Makeup
- – No DJ is permitted to have more than three hours on air per week, and if their show takes place on multiple days per week, no single day can have a slot of less than one hour. DJs are limited to two total hours per week when they start, but can apply for an extension to three hours (to be granted at the discretion of the Executive Board) once they have been with the station for one semester.
- – No more than 25% of WIIT’s shows are permitted to be hosted by individuals unaffiliated with the Illinois Institute of Technology. Affiliates are considered to be students, employees, and alumni of Illinois Tech and VanderCook School of Music. Contracted employees (i.e. Sodexo, ABM, or Apex3) are not considered affiliates. Any show with at least one affiliate host is considered an affiliated show.
- – Students are given higher precedence in scheduling considerations than others, followed by non-student Affiliates, then non-affiliates.
- – All show slot allotments are up to the discretion of WIIT’s Executive Board, with specific duties delegated to the Program Director.
- – If a DJ wishes to use the studio during a time that is scheduled for automation, they are permitted to do so (flexible studio hours) on a first come first serve basis, with proper show procedures adhered to (including generation of a program log). DJs operating in the studio within 20 minutes before the start of their show are given priority over flexible studio hours. Abuse of the flexible studio hours will be considered at the discretion of the executive board.D) Show Applications and Reapplications
- – Prospective new DJs must submit a descriptive application for their show and must attend a short interview on the basis of that application before they are permitted to have a show. The specific application and acceptance process is left up to the Executive Board instead of being outlined in the constitution (which is necessary because of technological changes which could make applications easier with time), but an interview must be conducted by at least one Executive Board member with the prospective DJ.
- – Once accepted, a DJ must undergo a mandatory minimum of one hour of trainingwith WIIT’s broadcast board and other systems before being given security access to the lounge or studio, or conducting their first show. This training is generally carried out by the Technical Director or Assistant Technical Director, but the task can be delegated out to any Executive Board member familiar with the studio’s systems. In the case of existence of a Technical Committee, members of that committee may also train new DJs as long as they have had training on the board themselves.
- – Existing DJs must be given early warning and opportunity to reserve their time slots for the next semester before applications are opened to new DJs over summer or winter break. However, all existing DJs are required to reapply between semesters, with no exceptions. If an existing DJ wishes to change their time slot for a new semester, they must wait until general applications are open.
- – If a show is hosted by a new individual on more than three occasions during asemester, that individual must be added to WIIT’s membership rolls. The recordedhost(s) of the show in question are responsible for providing contact information for that individual to the Executive Board. If a new host wishes to take on primary duties (being granted lounge, studio, and equipment access), they must go through technical training on the broadcast board beforehand.4. CD Download Policy
All CDs on the shelves in WIIT’s station lounge are promos, sent in by artists, labels, and promoters over time. In return for sending us their work at no charge, these groups expect the station to prevent abuse of their albums. DJs are permitted to copy any of the CD promos located in the station lounge to their personal computers, but some rules apply to this policy:
- – A DJ may not at any time, for any reason whatsoever, digitally share promo tracks with anybody else, both within or without the organization (this includes sharing via removable drives, as well as through online platforms). Many of these promo releases, especially those from major labels, include hidden information specific to each radio station that can be used to track the source of an illegal distribution of files. If WIIT receives a single notification of a sharing violation from a record label, this copying policy will be immediately suspended.
- – Promos are sent to WIIT for station use, not for personal use. To satisfy the motivations for these mailings and to be fair to the artists involved, a DJ should only copy CDs that they intend to feature in some way on their WIIT radio show. Simply collecting large numbers of albums for a personal collection is not allowable.
- – No CDs may be removed from the lounge or studio areas at any time, with an exception made for the Music Director if a request is made to the Station Manager to do so. A DJ may only play or copy WIIT-owned CDs while they are within the confines of the station lounge or the studio, and any DJ who removes CDs from the lounge will immediately come under consideration for a show termination.
- – Because WIIT’s Music Director is continually working to organize the station’s CDshelving, a DJ copying station-owned CDs must replace those discs in the same place and in the same order as they were found. Improperly returning discs is a half-strike violation.5. Cartridge Policy
With express permission from the Technical Director and a second opinion from the Station Manager, a DJ may use station-owned cartridges and needles for vinyl playback, which are
preinstalled in the station turntables. These cartridges are not designed for mixing and, as such, must be used exclusively for playback. Instructions on proper usage will be provided to DJs looking to use the turntables. This will be done either in training or later on, if a DJ gains an interest at a later date. In addition, if DJs wish to use their own cartridges and needles, they are welcome to. Improper or unsanctioned usage of station-owned cartridges or needles will result in a strike to the respective DJ’s show.
6. Advertising Policy
As a station, WIIT cannot take any money to run advertisements, or to rent use of the studio for the purpose of recording advertisements. Advertisements may only be added to the automation system for the purpose of promoting student organizations or our shows, not professional offices of the school, administrative announcements, or external bodies. Station-level advertisements cannot be forced into live DJ-hosted shows, retaining DJ control over their block of programming. The process for requesting, recording, and running an advertisement is as follows:
- The student organization wishing to advertise makes a request to the Program Director in a manner determined by each administration of the station. The request should include the organization’s name, a general concept for the advertisement, and an indication of whether recording services are needed. If such services are not needed, the organization’s completedadvertisement should be attached to the submission.
- The Program Director reviews the submitted advertisement or concept and either approves itor offers feedback about what would meet the station’s standards. If the studentorganization submitting the advertisement wishes to use WIIT’s facilities to record, theProgram Director schedules a recording time and operates the board during the recording process. If further editing is needed, the file is turned over to the submitting organization.
- Once the advertisement is recorded and approved, the Program Director places the file in the correct folder of the automation system, setting an expiration of one month if the advertisement has no specified expiration date. Advertisements without specified expiration dates may be renewed without modification at the specific request of the submitting organization, but are not automatically renewed.
WIIT is allowed to broadcast underwriting as long as it is fully FCC compliant. DJs
are permitted to mention the name, address, phone number, website, and/or product line of a business providing underwriting. Underwriting should not be longer than 30 seconds, involve physical prizes being handed out, share pricing information, or share any calls to action.
7. Security Camera Policy
WIIT maintains an internet-connected security camera in its studio, which is intended to investigate reports of policy breakage and equipment damage. This camera can only be monitored by executive board members, and can only be monitored when a specific report has been made involving either or both of the two categories above. The camera has audio recording capabilities, but executive board members are prohibited from listening to audio.
8. University Policy Statements
A) Statement of Non-Hazing
This organization will not conspire to engage in hazing, or commit any act that causes or is likely to cause bodily danger, physical harm, or personal degradation or disgrace resulting in physical or mental harm to any fellow student or person attending this institution.
B) Statement of Compliance with Campus Regulations
This organization shall comply with all university and campus policies and regulations. This organization shall also comply with all local, state and federal laws.
The station is not provided any continuing operating budget from the Illinois Institute of Technology, and derives most of its funding for basic equipment and facilities maintenance and upgrades from its relationship with the Office of Campus Life and Office of Student Affairs. Major event funding comes from Illinois Tech’s Student Activities Fund, for which WIIT must apply for funding by a process defined by SAF.Individual events (such as concerts) may be sponsored by outside companies or non-IIT organizations, and the organization as a whole may derive funding from underwriting (defined in section IV.6). While individual DJs may accept compensation to play certain artists or record labels on their shows, they may not accept money to run advertisements and the station’s automation system cannot run paidadvertisements which fall outside the definition of underwriting.
In addition to periodic SAF proposal funding, WIIT maintains a Dean of Students account, which is used for recurring costs such as royalties and external engineering consulting. Additionally, this fund may be used for emergency equipment maintenance and replacement, though each particular expenditure must be approved and facilitated by the Office of Student Affairs. Finally, WIIT maintains an online donation link through its website, which deposits into an 800000 account for unrestricted general use.
In the case that WIIT is disbanded for any reason, its leftover financial balances shall be returned to their respective disbursing offices or funds. Donation-based funds and underwriting funds shall be turned over to the Office of Student Affairs.
